== Rules == There are two gamestates: one has proposals gone into effect last phase, and one has proposals gone into effect prior to last phase. At the beginning of the cycle, all rules are considered to have gone into effect prior to last phase. Users take game actions as permitted in both gamestates at once. ==== Proposal evaluation alternatives ==== Proposals are first evaluated at the end of the phase they are submitted in, so they can be playtested sooner than adoption. The playtest environment cannot end a cycle, nor are wins considered to pass over into the standard environment or otherwise considered "real". cannot affect the standard environment.
