== $ACT: Actions ==

When defining a game action that can be performed by sending a message, the rules should specify a channel where the game action can be taken. 

If a rule defining a game action does not specify a channel it can be performed in, it can be performed in #game-actions. If the channel specified by the rule does not exist, that game action may be performed in #game-actions as long as the message includes an unambiguous designation that it is intended to be a game action.

Players are considered reputable if they have continuously been a player for the previous seven days or if they have continuously been a player from a time that was within 3 days of the round starting.

Whenever a player performs an action that would modify the gamestate, the result of that action must be "claimed" before it is considered valid. To claim the outcome of a valid action, a reasonable effort must be made to track the outcome of the action in the generally-agreed-upon applicable location. Players should take responsibility by making their own claims on their actions, but a claim for a player's action can be made by any reasonable party (such as other players) that is capable of tracking gamestate modifications.

If the outcome of a non-proposal action is not claimed within 24 hours after the phase in which the outcome would take place, the action is invalidated.  If the rewards of a proposal coming into effect are not claimed within that time, then they are destroyed.
