At the end of a phase, seats are redistributed to whoever wins the election, with parliament members failing to do so losing a seat and those who succeed keeping their seat.

If more than one player wins a seat after a count, their rank (first, second...) is determined by whoever has the most votes. If they are still tied, both receive full points for that rank. The rank that would have been filled had there been no tie is skipped, e.g, two players win first seat, the next player wins third seat.
