The idea is that phases advance when enough players say it advances.
Urgent proposals are based on real time: 3 days from submission to be popular enough to be enacted.
Otherwise, standard proposals advance to the voting stage when the phase changes.
At least 3 standard proposals must be proposed per phase before the phase can change. When a proposal is adopted, it's author gets 1 point.
15 points wins.
Players can join at any time, and become reputable as normal.
The phase changes when a post by any player gets 6 :+1: reactions, and then any player replies by stating it is the next phase. (and it has been at least 1 real-day since the post? and the post to change the phase must be posted in the phase that it's trying to change?)
The crux of this is getting 6 players to agree and be active enough can be semi-difficult, which is the point: lets the game flow "smoothly" when those players have the time?
