Items

Items are entities as defined by the rules... (the rest of the rule describing items which never changes).

Hands

All players have a hand, which consists of certain items they are in possession of. Items are only included in a player's hand if they are defined to by the rules.

Cards

Cards are items as defined by the rules, which are included in a player's hand. When an entity becomes a player for the first time, they gain 3+(phase-1) random cards. When an entity who was previously a player becomes a player, they gain some number of random cards equal to the number of phases since they were last a player.

When a rule or action calls for a player to draw a card, one random card is made and put into the possession of the player who the text referred to. When a player plays a card, the card is removed their hand, and any actions defined by the card's description are carried out in a timely and unambiguous manner by the player who played it. When a card is discarded, it is removed from its previous status, any effects it had end, and it is no longer considered to be played.

All cards have a name and a description. Each phase, a player may draw one card and play one card. When a card refers to "you" in its description, it refers to the player who played the card.

Each card has a type, which is defined in the table below.

Type Description
Action When an action card is played, the player who played it must carry out the actions defined in the description of the card. Then the card is discarded.
Goal When a goal card is played, the last played goal card is discarded. A goal card has a condition which players should attempt to meet.
Keeper A player may play a keeper card at any time, regardless of how many cards they have already played in the current phase. Keeper cards do not add to the maximum number of cards a player may play per phase.
New Rule When a new rule card is played, its effect governs the state of play as if it were a rule. The effect of a new rule card continues in effect until either a card which calls for it to be discarded is played or a card whose effect would conflict with the previous card, in which case it is discarded.

After a goal or new rule card is played, or if an action card whose effect would effect the current goal or new rule cards in play, its effect is not enacted until the beginning of a phase. If multiple cards whose effects would conflict with each other are played during the same phase, they take effect simultaneously, with the most recently played one ultimately taking effect.
