Whenever a player performs an action that would modify the gamestate, the result of that action must be "claimed" before it is considered valid. To claim the outcome of a valid action, a reasonable effort must be made to track the outcome of the action in the generally-agreed-upon applicable location. Players should take responsibility by making their own claims on their actions, but a claim for a player's action can be made by any reasonable party (such as other players) that is capable of tracking gamestate modifications.
