Here is some ideas to mix into an existing Nomic, that change some of the core of nomic.

Rate-Limited

Only 5 proposals, of different authors, can exist per week. Proposals of authors that submitted the prior week can be kicked by someone who didn't submit any the previous week by submitting a proposal that goes over the original 5 limit. (so around 10 distinct authors should be enough?)

Popular

Only the most popular proposal each week is adopted. (or N most popular, perhaps.)

Gameplay happens on a shorter period (EG weekly), whereas proposals and adoption happen quicker (EG monthly). (Unlike time loops, nothing is cleared between adoption times by default)
