Amend the main portion of the "Elections" rule to read:

Each election phase, an election is held where all players are both candidates and voters.

Each voter may send a list of candidates in order of preference in #elections as their ballot. The following repeats until the election ends:

The candidate (or candidates) with the fewest votes is eliminated, unless doing so would result in fewer candidates than the minimum number of seats, in which case the election ends with the remaining candidates each gaining a seat.

The elected players hold their seats until the end of the next election.

Amend the "Seats" subrule to read:

Unless otherwise increased, the minimum number of seats for parliament is 3.

Each player that wins a seat in an election gains 6 points.
