Replace rule Elections, excluding its subrules, with the text in the section Elections of this page.
If there is a subrule "Power of Attorney" to rule Elections, move the subrule "Power of Attorney" to be a subrule of rule "Parliament".
Elections[edit | edit source]
Each election phase, an election is held where all players are both candidates and voters.
Each voter may send an ordered list of candidates in #elections as their ballot. The message, containing this list of candidates, and that list itself is called the voter's ballot. In this context, ordered means, the first candidate, from top to bottom, then from left to right, that appears on the ballot is their first preference candidate, the second candidate to appear is their second preference candidate and so forth.
A message in #elections is only valid as the sender's ballot (where the sender is equivalent to the voter in the wording of this ruleset in the context of elections), if that message has not been edited, nor deleted, and is not followed by another ballot of that voter in #elections, that has been send during the same election period anytime after the previous ballot of that voter.
At the end of the election phase, the following process is repeated until all seats have been allocated, with n initially 1 and incremented by 1 at each iteration:
- The Droop Quota is calculated according to Q = ⌊ V / (S + 1) ⌋ + 1, where V is the number of valid ballots in this election and S is the number of seats to fill in this election. The quota is only calculated once and does not change between iterations of this process.
- nth preference votes are counted. Any candidates that reach the quota are awarded seats.
- If multiple candidates reach the quota, the rank of their seat is determined by number of votes for them. If they have the same number of votes for them, they tie, they each get a seat and the number of points as if only one candidate would have got a seat, and then the number of tied seats minus one of subsequent ranked seats are skipped.
- If this would fill more seats than available, the candidates with the most votes win seats. If there is a tie that would result in an excess number of seats, the winners will be determined randomly.
- If a candidate has more votes for them than required by the quota, the surplus votes for them are considered the 'surplus'. The sum total of all candidates' surplus in this iteration is considered the surplus of votes of this iteration. The surplus of votes of this iteration is then divided by the number of valid ballots in this election, and that possibly fractional number is, for the remainder of this election, awarded as additional voting power to the voters who have any of the candidates that have surplus in this iteration as their nth preference on their ballot. For a voter to have additional voting power p means that when votes are counted their vote does not count as one (1) vote but as one plus their additional voting power-many (1+p) votes.
The candidates, that were awarded seats, hold their seats for the following governance phase and next election phase.
New Counting Scheme[edit | edit source]
In rule Elections replace the second entry in the list describing the election process with the following text, but keep the two subitems of that entry:
Votes are counted as follows: For every ballot a vote is counted for the highest preference candidate (1st preference being the highest). Any candidates that reach the quota are awarded seats.
